# Houston sold-permit records — September 15, 2026 snapshot

This frozen release contains 14,673 distinct rows from 36 weekly city reports,
covering permit dates January 5–September 13, 2026. It removes 22 exact repeated
rows from 14,695 parsed rows, retaining every report reference in source_ids.
It is independent of LotCodex's selected 300-address directory.

## Files and fields

records.csv contains:
- record_id: deterministic identifier for the six normalized source values.
- zip: five-character ZIP text; it is not a neighborhood boundary.
- permit_date: the city's permit date, formatted YYYY-MM-DD; not a start date.
- permit_type: the source permit type.
- project_number: project identifier stored as text, not a dwelling count.
- address: source address normalized to upper case and single spaces; units remain.
- description: source comments with whitespace normalized.
- house_description_match: true/false for the LotCodex description filter below.
- source_ids: pipe-separated report IDs; resolve them in sources.json.

zip-totals.csv and monthly-totals.csv use records/projects/addresses for all work,
and houseRecords/houseProjects/houseAddresses for matching descriptions. Addresses
are distinct exact address-plus-ZIP combinations. An address can appear in several
months; do not add monthly address counts to obtain the full-period count.

july-august-by-zip.csv compares complete calendar July and August by permit date.
Percent change uses July as the denominator and is blank when July is zero.
Monthly totals are not adjusted for seasonality, working days or city revisions.

sources.json lists original report URLs, retrieval times, archive checksums and
counts. checksums.json verifies the release files. analyze.py reproduces selected
counts using only Python's standard library; run: python3 analyze.py

## Filter and limits

The filter selects Building Pmt descriptions matching S.F. RES, SINGLE FAMILY RES
or DUPLEX RES. It excludes solar, pools, spas, fences, repairs, remodeling, roofs,
additions, alterations, generators, demolition, patios and foundations. Some
matching descriptions omit "new." The result is not an official new-home category.

The filter matches 3,793 rows/project numbers at 3,792 address-and-ZIP combinations.
Permit records do not establish starts, completions, sale inventory, ownership,
builder identity or number of dwellings. Coverage is the city report collection,
not all jurisdictions in the Houston metro. Missing or differently described work
may be excluded. January and September are partial months in this snapshot.
This is a dated research release; later city corrections will require a new version.
