Houston controls land development through Chapter 42 of its Code of Ordinances. A subdivision plat is required before any land in the city or its extraterritorial jurisdiction (ETJ) is divided into lots, and a development plat is required before most new construction or building enlargement. Chapter 42 also sets building lines and minimum lot sizes, citywide and in the ETJ. Chapter 26 separately sets off-street parking standards for buildings and tracts within the city.

This chapter shall apply to all development and subdivision of land within the city and its extraterritorial jurisdiction. This chapter establishes the general rules and regulations governing plats, subdivisions and development of land within the city and its extraterritorial jurisdiction to promote the health, safety, morals and general welfare of the city and the safe, orderly and healthful development of the city.

Does this page say whether Houston has zoning?

What triggers a subdivision plat versus a development plat?
A subdivision plat is required before land is divided into lots (Sec. 42-20(a)). A development plat is required before new construction or the enlargement of any exterior dimension of a building, structure or improvement — even on land that isn't being subdivided — unless the work falls under one of the exemptions listed in Sec. 42-22. The exemption most homeowners run into: building or enlarging a detached single-family home on a lot that is already part of a recorded subdivision plat needs no separate development plat — BUT ONLY IF the work meets Article III of Chapter 42, the building-line, lot-size, and related rules this hub covers. An addition that would breach a building line, for example, is not covered by this exemption.
